You can and should contact an elected official to let them know how you feel about issues. When you do contact elected officials, the conventional wisdom is that a hand written personalized letter will hold the most weight with them. That is because they know you took some time to compose and mail it. Second best might be a post card. Followed by an email and then a phone call.

The office staffers of elected officials do tally the responses they receive from constituents to let the elected official know how people are weighing in on issues.

When you do contact an elected official, always be polite and courteous, use the appropriate protocol to address them ('The Honorable' often precedes their name in an address of a letter), and never use rude or threatening language. Below is a list of elected officials and how to reach them.
